From Microsoft :Microsoft GIF Animator lets you easily create and customize animated GIF files for your Web site.GIF animations are based on the GIF89a file format, which stores timing information to create the illusion of animation like a cartoon "flipbook". With GIF Animator you can make your animations loop, spin, fade in and out; set the size and transparency of your images; and control a wide range of other options. GIF Animator also features automatic or custom palette creation.

Pros: It was free. Gotta like that.
Cons: Images must be in .gif format to begin with.

"lets you create an animated gif"
Pros: Fairly easy to use, and lets you adjust the time period per frame. Individual frames can display for varying times.
Cons: Not the most intuitive software to figure out how to use. It works but you have to muck about a while to understand how to make it do what you want...
Summary: This is a nifty little program that did exactly what it said it would, and exactly what I wanted -- it makes an animated gif file.

Pros: Hmm... Cons?
Cons: Does this actually create gifs? I just think it looks at gif? Plus its not even good at looking at gifs.
Summary: Well first of all the only files you can add to it are gifs. I'm trying to make gifs... which means i probably don't have any gifs... so yeah...

Pros: I don't know because I was not able to create a new GIF.
Cons: Only lets you edit GIFs. The program does not let you create new GIF images.
Summary: Since I was not able to test this programs ability to edit GIFs, I gave it 3 stars instead of 1.
