Anyone bored with the standard icons that come with Windows or any other program have an opportunity to make a change. Sib Icon Editor allows users to choose any icon and alter it, or even create their own icon. We did find some discrepancies in the price, however.
This program has a very simple interface that even novices should be able to easily follow. First, a screen appears asking whether you would like to create an icon from scratch, alter a specific icon, or search for all existing icons on your computer. The All Existing Icons feature takes some time to configure, but is impressive in its scope. If you choose to alter an icon it will show up on a screen that reminded us of very early drawing and paintbrush programs. The icon is broken into large pixels. If you choose to create a new icon, you will see the same screen, but with all the pixels blank. The program has a color palette along the right side and drawing commands along the left (such as Text, Paintbrush, Shape Creator, and more).
The publisher claims that this is a free program, but it requires registration after 30 days. While this program was a little old-fashioned looking and the heavily pixelated display took some getting used to, it functioned as promised. There appears to be no limit to what kind of alterations users can make to their icons while using this program. We recommend it for all users.
Publisher's description
From SibCode :Sib Icon Editor is your way for creating and editing PNG-packed Windows Vista icons; icons in either standard or custom sizes, in color depths up to 16 million colors; icons for Windows XP in 32-bit color depth with 8-bit alpha channel. It offers a professional level workshop for designing the icon structure of your Windows. Want your system outward appearance to be more eye-appealing? Sib Icon Editor has a knack for refining your system interface. Here you will be able to paint images with gradient and chess fill and modify images with drop shadow, opacity, smooth, negative, grayscale, colorize, hue/saturation, color replacement, rotate, roll and mirror effects. A variety of graphic formats are available: you can open and edit ICO, ICPR, BMP, JPEG and PNG images, or you can export your creation to ICO, ICPR, BMP, JPEG and PNG files. Broad opportunities provided by the program allow you to extract icons from Windows executables, libraries and animated cursor files. Moreover, you can extract icons from all files in selected folders and subfolders and save them as icon libraries. Besides, in Sib Icon Editor you will find some pleasant features that greatly widen the comfort of the program's use: ability to sort images inside icons and icons inside libraries, ability to customize Windows Desktop and folder icons. The program will let you drag and drop files from file shells or icons between different libraries. Needless to say, that Sib Icon Editor supports all 32-bit Windows, so the type of your OS is not a hindrance to your desktop's perfection.

Version: Sib Icon Editor 5.0
Pros: It edits icons as said.
Cons: FALSE PLACEMENT and advertised as 'FREEWARE"
To be true to this it can not have a limiter to use on time.
That is defined as "TRIAL WARE" as in you can try for a period of time.Summary: DO not support marketing ploys claiming 'Freeware' that are not.
Let them know this is not right.
(Just like LANGARD, not freeware.)
The definition is pretty clear and this clearly violates it.

Version: Sib Icon Editor 5.0
"Not worth the price they ask for or any price"
Pros: make good XP icons only
Cons: cant make Vista Icons
Summary: Invest in Real World Icon Editor it is far superior and can make bot Vista and XP Icons and if you purchase it from them you are able to get a personal license at a considerable discount. So to say the least Sib Icon Editor is a far inferior product.
