Shutter is a multifunctional shutdown utility, which has a user friendly and easy-to-use interface and supports many different Events and Actions. Events: Countdown, On Time, Winamp Stops, Low CPU Usage, User Inactive, Battery Low, Window Closes, Process Stops, Ping Stops, File Size Limit; Actions: Shutdown, Reboot, LogOff, Lock Workstation, Sleep, Hibernate, Monitor Turn Off, Mute/UnMute Master Volume, Hang Up, Alarm; Also, it is able to play a custom sound and/or run a program of your choice, in addition to the simple shutdown message. Optionally, Shell Links can be created to immediately execute any of the supported actions from the desktop. "Does what it says it does"

It works, its easy, intuitive and straight forward

None but the rookie mistakes listed in my Bottom-line summary.
Summary
Okay so it doesn't work if you set it and terminate the program - much like my monitor doesn't work if it is not plugged in.
Also I stupidly chose Log Off when I meant Shutdown and it rebooted to the logon menu when I wanted it to power off.
After that it worked perfectly.
I was concerned about it checking every 5 seconds but Windows Task Manager says it takes no noticeable CPU (stays at 00) and only 4,384K Mem Usage. -

Pros
Simple, free, and works. Would be nice if clicking on the close icon gives the option to cancel the shutdown or simply keep it running in the system tray similar to Messenger and Vuze bit torrent instead of terminating the program.
