From QTam Computer :QTam Bitmap to Icon is a small program for creating icons. Simply resize your image to 32-by-32 or 48-by-48 pixels and then use this program to convert the BMP to ICO. No other runtime DLL is needed. New features in version 2.5 include function autoconvert and the ability to mask all valid BMPs in the directory to ICOs with one touch.
