This freeware tool has more features than some shareware programs of the type, though it is not as powerful as high-budget products and has a few problems. PixelToolbox lets you create and edit cursors, icons and patters. You can select four image sizes, but can't have a custom one. Apart from this, PixelToolbox has a decent set of tools and options. There is nearly a dozen of palettes to select from, you have a pencil, a few types of brushes, an airbrush, and a stamp. You can even create snapshots and revert back if you don't like something. In its design PixelToolbox reminds Photoshop and tries to implement its most handy features, but, of course, its just can't implement all of them. You can insert text, simple geometry, and gradients. PixelToolbox thrilled us with its randomize colors feature: it will set reshuffle all colors and can be great to trigger your imagination. It can import BMP and JPEG files (but not GIF), though export is limited to ICO, CUR, and BMP. What disappointed us most is that this small creature eats 17MB of system memory and would fiercely spin your drive. All things considered, users of medium skill may try this software title as an acceptable low-budget solution.Publisher's description

Pros: Make your own icons, EASILY, and apply them to Windows, EASILY. This software would typically sell for anywhere from $40 to $100 US. They gave it to us free. THANK U

Pros: This program allows you to make icons, cursors, and more, in different sizes, colors, and with many tools. You set transparent colors, design in a paint-like interface, and everything you make works! Even make animated cursors! Fun!
Cons: It's not the most advanced program ever created, but it has a ton of good stuff inside.

"Exactly what I was after, a simple, easy to use icon editor."
Pros: Very easy to use, I had little trouble getting up and running. Many different options as to colour depth and size of icons.
Cons: Not so intuitive for saving. But at least it promts to save before starting a new icon or closing.
