If all you want is a quick image retouch, Photoshop is overkill. Paint.NET, on the other hand, is an open-source freeware editor with all the essentials, including tools to crop, rotate, resize images, adjust colors, and create collages.
Paint.NET supports common image formats--JPEG, PNG, GIF, TIFF, and others--but not high-resolution RAW files. There are enough basic and intermediate effects and features to keep image-tweakers happy, though the red-eye removal tool is notably weak; those images may require manual attention.
Unlike most free image editors, Paint.NET supports layers and has an actions manager. The pleasing interface boasts semitransparent windows for ease of use.
Version 3 fixes many old quibbles, including a convenient thumbnail manager for handling multiple image editing, and improved program graphics. Paint.NET is far more advanced than Microsoft Paint, and given its free price, it's a must-have for anyone needing to fix images.

Pros: Don't have photoshop? Use Paint.net instead! Whether you're a computer novice wanting a quick touch-up to your images, or a graphics professional looking for a powerful image editor, this is by far the best choice. First of all, it's free so it won't even cost you a dime. Second, it includes dozens of special effects as well as a decent set of editing tools, even a few intermediate to expert level tools such as gradient, clone stamp, and layers. And lastly, it has a very user-friendly interface, unlimited history, and innovative multi-document browsing. It can also create drawings that are far better than Microsoft Paint. This is a must try!
Cons: Nothing. For a freeware like this, it's hard to find one.

Pros: It's almost like Microsoft's Paint except it has more options and doesn't kill your picture's qualities and colors when saving (which MS Paint does.) Small in size, and uses very little memory. Actually worth the download especially if you have a slow computer, or if your Photoshop is not being reliable or takes too long to start up!

Pros: Very usefull tool that comes in handy whenever you need to do some qiuck editing or resizing image for emails or blogs,etc...Never had any errors and it runs really smooth w/o a freeze.Very small amount of hard disk space you need to download this freebie...
Cons: None so far for having this a month now...
