IconPackager is a desktop-enhancement utility that lets you change all the common icons used by Windows at once by applying "packages" of icons to them. You can download these packages at Web sites such as WinCustomize.com or create your own by replacing the icons of individual items on your computer one by one, then saving them as an icon package. It's very easy to use and has thousands of icons available in packages on the Net.
Version 3.1 adds support for changing icons in Windows Vista and supports the new 256x256 Windows Vista icons.

This is one of the first apps that I put on any new computer. I have been using it since 1999 and don't know what I would do if I had to look at the default Windows Icons. I changes almost every standard Windows Icon with one of the Packages that you can get from wincstomize.com
Cons
I can't think of any the app simply changes your icons with no fuss or problems. I once thought the price was a little high but $15 it's a steal.

i stumbled upon this program by accident and thought i'd give it a go. Turns out, its awesome. Has the ability to change all the standard windows icons to some more interesting. Icon packages can be downloaded from wincustomize.com

plus, it seems to make my computer slower. it takes like 10 seconds every time i start up just to load the new icons!

If you have some ugly icons that don't match your desktop wallpaper, you can change it. I also use it for some of my music folders and program files. Lots of cool icons to chose from.
