From Stardock :IconPackager is a desktop-enhancement utility that lets you change all the common icons used by Windows at once by applying "packages" of icons to them. You can download these packages at Web sites such as WinCustomize.com or create your own by replacing the icons of individual items on your computer one by one, then saving them as an icon package. It's very easy to use and has thousands of icons available in packages on the Net. Version 3.0 includes a ton of really cool looking icon packages as well as new features to make it easier to create your own icon packages.

"I like this software so much!"
Pros: Bought it and used it around a year, everything seems ok and always change my windows icons, those themes download from the webmaster homepage. No regrets of buying it.
Cons: Not at all!

Pros: 1. Great existing community of skinners that are constantly releasing new icon sets.
2. (Free) so long as you don't need the enhanced features. Still quite useful in the non-enhanced mode.
3. Uses few system resources.
4. Doesn't need to be left "active" in order for icon changes to stay in effect. So, you don't lose any RAM or processing power to keep icon packages set as you choose them.
5. Unlike the icon sets made for TGTSoft StyleXP, these icons are usually made to match a WindowBlins skin. So, instead of having to dig around for hours to find the right icons to match your visual style, you can easily find icons designed to match it.
Unless you want to download full sets of actual icons, and reshack your system32.dll file(risky unless know what doing), this is about the best you will find for using custom icons.
Cons: 1. Could use one or two more of the "enhanced" features in the free version.
2. Can have occasional conflicts with StyleXP. If you choose to use StyleXP, just avoid using it for changing your icons. The only easy way to get around this is to launch Icon Packager and restore default icons, before applying an icon set designed for StyleXP.
3. You are required to setup a (free)account with Stardock, in order to download more than a few sets of icons in a short time from WinCustomize. The only way to get around this is to set your Firefox or IE to ALWAYS block ALL cookies from wincustomize. However, this can occasionaly have the effect of causing their site to lag a bit when browsing between download choices.
4. Requires a paid account with Stardock at Wincustomize to have unlimited downloading of icon sets.
5. Windows2000/Windows98 users are still limited by the restrictions of the OS itself in the amount of colors and the quality of how icons appear. By now, there should easily be a built in feature for this program to enable using XP quality icons on previous versions of Windows.

Version: IconPackager 3.0
Pros: Changing all your icons to a theme is a snap! There are thousands of premade packages, and you can create your own. There is a setting to apply your packages randomly on each restart of windows.
My favorite feature is by far the ability to set any icon you want to any folder! Once installed, you'll find a new icon tab in the folders properties from where you can do that.

"A slightly bloated icon-related program I tried out for .icl libraries"
Pros: I liked the ability to easily modify system icons... but...
Cons: My system icons had been modified before I downloaded the trial, but after deciding I didn't want to buy it, it set all of them back to their Windows defaults, so although my shortcut icon used to be transparent before I used the program, it's now a bulky arrow in the corner, etc.
