IconPackager is a desktop-enhancement utility that lets you change all the icons in your system by applying themes to them. You can then save your custom icons in one file, creating a "package." IconPackager integrates with WindowBlinds, but you can also use it as a standalone product. IconPackager also allows you to tweak your Windows shell. Version 1.51 added more icons, fixes, and improvements based on user suggestions.

Version 2.0 makes it much easier to browse through your icon packages and apply them to Windows 98/Me/NT/2000/XP. It also adds an icon explorer that lets you use icons stored inside DLLs, EXEs, and ICLs.

Note: You can also get Object Desktop, which includes IconPackager as well as WindowBlinds from Stardock
