IconPackager is a desktop enhancement utility that allows you to change all the icons on your system by applying themes to them. You can then save all your custom icons to one file, creating a "package." It integrates with WindoWBlinds, but it can also be used as a standalone product. IconPackager also allows you to tweak your Windows shell. The cost to register this program is $14.95.
