From Newera :IconCool Icon Editor is an icon editor that has all the functions for creating and editing ICO, ANI, CUR, GIF, JPEG, WMF, EMF, TGA, and WBMP files. You can convert images in 25 formats to icons, and you can modify or replace icon images in EXE, DLL, ICL, or any other format directly. The program includes 60 image filters, including blurring, sharpening, embossing, diffusing, and color balance. It has 15 image effects, including linear gradient, radial gradient, rectangular gradient, WAV, 3D shadow, 3D button, text gradient effects, noise, and arbitrary rotation. It has a smart image-capturing tool, which can be used to capture various-size images from desktops or from any other software. It supports Windows XP icons in 32-bit color depth with an alpha channel, and now you can create semitransparent XP icons.
Version 4.88.60220 includes enhancements for animation cursor builder and few bug fixes for XP icon editing.

Version: IconCool Icon Editor 4.88.60220
"Actually Allows multi-layered icons! Yay!"
Pros: It took a while to find one, but this program actually allows you to import external file formats and save them to different layers of an ico file.
The installer backs up system files it overwrites.
Cons: It can't open certain files - I haven't figured out what's differnt about them yet. (I resaved and it worked fine on round 2)
It has obnoxious file association and liveupdate popups on the first launch that only have "OK" and "Quit" buttons. (I just used the close window X)
Can't handle large images; you need to scale them down before importing.

"Good looks, not so good performance and support"
Pros: Appearance of software is good -- very appealing
Cons: Many problems registering and from a funtionality point of view. Company is offshore US and doesn't do well in writing their help component. Some claimed features simply don't work and though support is accessible online, they don't have the skill to correct. Over nearly 2 weeks I received 25 messages from them (some automated) and responded to many -- but problems from day 1 were still unsolved. I deleted and asked for a refund. Many other and better options exist.
