IcoFX allows users to create custom icons using a variety of tools. The program's intuitive interface and many features make it a great choice for creating icons.
Much of the program's interface will look familiar to users who have experience with Microsoft Paint, although IcoFX is a little more polished. The program displays content in seven panes, all of which can easily be enabled or disabled under the View menu. One pane helpfully includes a tree layout of the user's computer files, while another holds a preview of the contents of a selected folder. This makes it easy to browse through your computer and find the files you'd like to work with. Users can start with a preselected image or create icons from scratch, and it's easy to do both. The online Help file gives detailed descriptions of the program's functions and also offers a set of tutorials. The program includes all of the standard image-editing functions that one would expect, along with a few standouts. Users can easily convert Macintosh icons to Windows icons, and vice versa. The work area can be viewed at an impressive 10,000 percent, allowing users the ability to do very detailed editing. We also liked program's powerful opacity options. The program is easy enough for novices to use, but it contains features that will be appreciated by more-advanced users as well.
IcoFX is free, and it installs and uninstalls without issues. We recommend this program to all users who are looking for a powerful yet easy-to-use icon editor.

Summary
I was able to convert some of my pictures to icons in minutes...a 'crop' tool is included as well.
Creating icons from scratch is straight forward with a color chooser,a toolbar similar to 'mspaint',a zoomed window to paint on,and has an 'actuall size' preview box to watch your progress.
The program does exactly what it claims.My icon utility search is over. -

Does not support uni-code characters so if i want to open an image i first have to copy it to a directory with no uni-code characters, with is annoying. When it is time to save the icon i have to save it to a non uni-code directory and then move it!!

Lots of pros: Allowed me to create 3d looking icons very easily. Creating multi resolution windows or mac icons is a snap.

Brilliant product. Can't believe its free. Max size of icons is 512 x 512, if this limit is removed it could even act as a paint program.

TIFF conversion isn't on the list of features. A minor shortcoming.

After searching and testing some apps that just don't work the way they should, IcoFX came to ease my mind. I will look no further.

"A Must-Have program."

Pros
It can import almost any image file and create up-to-date icons, even with transparent backgrounds. And, now that I've figured out how to output png files for Linux purposes, it seems like it does everything a person could possibly want.

It isn't made for Linux.
Summary
I've spent many happy hours designing 32x32 icons in Goldshell's formerly free icon editor and wishing I could work with some of the higher resolution icons.
IcoFX is like a dream come true. There is a small learning curve, but the online help pages are actually helpful and I'm sure that this will become an essential part of any developer's toolkit.
