From FaltronSoft :If you are using hosts file to block bad hosts (malware, advertisements), you are directing the system to point to the local machine. The Web browser will just show a message to tell you that it couldn't connect to the server or the page cannot be displayed. Host Block Notifier is a little tool that acts like a local Web server. Your browser will inform you whenever you access a blocked Web site. You will need to leave this program running in the background.
You can customize what to display in your browser when a host is blocked by editing the HTML and text in the box. You can also choose to show the link to bypass the Hosts file using proxy to access the blocked Web site. Version 1 may include unspecified updates, enhancements, or bug fixes.
