From Tiger Technologies :Holiday Lights helps you decorate your computer for the holidays. When installed, it will show a string of colorful lights around the outside of your screen and play background music, if you wish. You can choose from more than 40 different bulbs suitable for any season, including standard Christmas tree lights, chili peppers, stockings, holly, snowmen, happy faces, Valentine's Day hearts, Thanksgiving turkeys, and Halloween jack-o'-lanterns. You can add more bulbs and music if you wish. This version adds the ability to display the bulbs on top of all other windows. It also includes an improved screensaver with background pictures, text messages, and new animation. Some bulbs and music files are locked unless the user pays the registration fee of $19.95.
