Two app system, one for reciving a URL request and one for sending the URL request. The app reciving a URL request, takes that request and tells Microsoft Internet Explorer to goto the given URL. The App sending the request, is used to tell the remote app the URL Internet Explorer will go to.

If you want or need the ability to tell a remote system to download a file using it's own connection, this app is for just that. It's like typing in the address field of the remote computers running copy of Internet Explorer.
