From Cerberus :

Cerberus FTP Server is a multithreaded Windows FTP server designed to use little CPU and memory. It comes with an easy-to-use interface and can be accessed from the system tray. The server can listen for connections on multiple interfaces (multihomed PCs), allow PASV connections, and resume failed transfers. It offers a manager for controlling user access to files and file operations. Connection limits, time-out, and IP access, and thread priority settings can be controlled by the administrator. In addition, Cerberus FTP Server offers statistics on connections, as well as logging capabilities. The server adheres to RFC959 and RFC1123.

Version 1.5 adds a new virtual root directory file structure, support for several new commands, and enhanced support, and bug fixes to existing commands.
