Perfectly serviceable if not quite perfect, Anything's an Icon offers most of the necessary image-editing tools to icon artists. Modify existing icons or create them from scratch using the expected color, font, and drawing functions available here. Some advanced options are missing, such as effects, sharpening and, more significantly, cropping. Icons can be saved in color formats ranging from 16-bit to 24-bit. Occasional icon creators may be satisfied with Anything's an Icon, but pros may need a more powerful option.Publisher's description
From Chester Karwowski :Create and edit 16, 256, or full-color icons for use in all versions of Windows with Anything's an Icon. Use the image conversion tool to convert scanned images of friends and family, images from digital cameras, images from the Internet into full color icons. Compress any size images or JPEGs into icons. Use a full color pallet with transparency and drawing tools to get the right look. This program includes a sample library of 256-color icons scanned from popular games. Version 2.0d has a few bug fixes, small enhancements, and changes to contact information within the program.

Cons: Any icons that you create are SCRAMBLED into worthless icons after 30 days.theres way to many icon programs already that are free and better than this, and they wanna scramble your icons! anybody that wants to scramble my icons after the 30 day period i would never consider purchasing anything from this company EVER!

Version: Anything's an Icon 2.0d
"Rough and Dirty Implementation"
Pros: The only thing that I liked was that the this software is written in Visual Basic 6.0!
Cons: The developers have implemented all features without any thought to what will make the features useful.
For example, when importing a bitmap image, you have to select a portion of the bitmap to import. There is no way to import the entire bitmap image.
After some guessing, I finally selected the entire bitmap carefully and imported it into the program. The program resized it to a rectangle and messed up the bitmap.
I just could not take it anymore. I had to un-install the program.
