With Advanced Shortcuts Composer you can create shortcuts to run programs with a pre-defined destination, priority and keyboard hotkeys to activate. With Shortcuts Patcher (part of Advanced Shortcuts Composer) you can patch any existing shortcut with a desirable priority level.
Version 6.9.1 is a bug fixing release.

Version: Advanced Shortcuts Composer 6.9.1
Pros: This CNet review form said I could enter 0-250 characters here, but when I tried to submit with 0 characters it actually complained and said I must enter at least 10 characters. Consider this an additional review of the CNet web application.
Cons: While it took me through the steps to create a keyboard shortcut, it never actually created it. In addition, it does not provide a means to browse already assigned shortcuts. It is limited in where it can create the shortcut file.
Summary: Did not operate for me as described.
