2 Pic offers a simple program with options to give your digital photos many of the same effects as the pros. While it does offer more flexibility to edit pictures, it doesn't quite meet professional design standards.
This freeware may look familiar to users who have operated programs such as Paintbrush and Photoshop, but it does not exactly copy either. The biggest difference is 2 Pic's dueling screens. Two portrait-shaped spaces fill up the bulk of the interface, each with lists of icons down the sides for opening, saving, printing, and reversing work. At the bottom, a series of tabs offer different effects users can apply to the pictures.
2 Pic's dueling picture frames become instantly understandable when two separate digital photos are opened and the Merge tab is applied. This allows users to blend the two together in varying degrees. Other, more traditional, tabs include fading, color, digital effects, text boxes, and a few more.
We found 2 Pic to live in a realm partway between its two inspirations. The program allows for more complexity and flexibility than Paintbrush, but lacks the sophistication and professional capability of Photoshop. Overall, 2 Pic is a fine program, but it won't blow any graphic designers away. But if you are looking to have fun with your digital pictures and doctor them up, this is a fantastic download.

Easy Download, No Add-ons or Pop-ups
Very strong Merge/Overlay/Fade functions - merge 2 images on top of each other or side by side with/without fade

Clumsy toolbar demanding that you specify left/right image for each task. Some short cut icons, but really needs a better thought out GUI.

Overall, I found the program a useful tool to keep in the cupboard - I dont do/need much merging but its the best one I've found for when I do. You do need patience when merging a smaller image into a specified area of the larger image, but the results can be quite spectacular.
I was disappointed with the range of frames on offer as well as the efects. Just about every other Image editing program I've used has considerably more. Equally, I found the resizing tool to be clumsy.
I've linked this program into my N� 1 editing program (Faststone Image Viewer) and just call it up when I want to merge images. -

Pros
This is a small, standalone image merging / fading / superimposing program for images that's a nice simple alternative to much larger programs such as photoshop or corel. It's extremely easy on the memory resources as well, plus it's 100% free. =]
Cons
The only drawbacks, are that the workspace window is unscalable, as you have to zoom out to edit large images, and the maximum proportion dimensions are 1600 pixels by 1600 pixels.

It's pretty cool, considering it's totally free. I use it on a daily basis, no joke. :D

Simple, easy to use addition for me. I do not do much photo editing, but only have MS Office Picture Manager. I wanted something else in addition for further scanned objects editing.
