Time Watch is an NTP-client that synchronizes the system time with a server over the Internet by using the Network Time Protocol (RFC 5905). In addition to a comprehensive list of options, Time Watch also provides the function to serve as a time server. This software can be used free of charge.
The setup is easy, configuration is easy, and it has a reasonable set of features.
Cons
It only synchronises in one hour intervals.
The latest version, 3.0, available at their website, is only available in German.
Summary
The configuration interface is easy to understand and use. They provide a decent list of time servers (from various countries) to choose from if you don't have a favorite already. You can choose to have the program start (or not) when Windows starts.
