From MySoft:uMenu is a tool for creating animated navigation menus for the Web without requiring any deep knowledge of HTML or JavaScript programming, while it still produces highly professional results. You have unlimited options on what to put on to the menu, this may be a picture, an animated GIF, a bunch of links, or even a complex table or form - there are almost no limits - all HTML tags are allowed (if you don't know what HTML is, you won't feel alone with the buttons which can generate the required HTML code for you). Completely interactive development environment lets you see your project just the way it will be shown on your page, you can move the items with your mouse, change colors (transparency is also supported), and alter the way menu opens: on mouse click, or mouse over.

"Best free menu creation tool"
Pros: This is easy to use for beginners, but with some HTML knowledge you can create even better stuff.
There are enough options to make quite professional looking menu's. And it is free!

Pros: This small program is very easy to use. When you save your work you can save it as html so you can use your work with other html editor programs, works great!!!
