Publisher's Description
From Microsoft:
When you purchase Windows 7 from Microsoft Store, you have the option to download an ISO file or compressed files. The Windows 7 USB/DVD Download tool allows you to create a copy of your Windows 7 ISO file on a USB flash drive or a DVD. To create a bootable DVD or USB flash drive, download the ISO file and then run the Windows 7 USB/DVD Download tool. Once this is done, you can install Windows 7 directly from the USB flash drive or DVD.
The ISO file contains all the Windows 7 installation files combined into a single uncompressed file. When you download the ISO file, you need to copy it to some medium in order to install Windows 7. This tool allows you to create a copy of the ISO file to a USB flash drive or a DVD. To install Windows 7 from your USB flash drive or DVD, all you need to do is insert the USB flash drive into your USB port or insert your DVD into your DVD drive and run Setup.exe from the root folder on the drive.
Note: You cannot install Windows 7 from the ISO file until you copy it to a USB flash drive or DVD with the Windows 7 USB/DVD Download tool and install from there.
The copy of the ISO file that the Windows 7 USB/DVD Download tool creates is bootable. Bootable media allows you to install Windows 7 without having to first run an existing operating system on your machine. If you change the boot order of drives in your computer's BIOS, you can run the Windows 7 installation directly from your USB flash drive or DVD when you turn on your computer. Please see the documentation for your computer for information on how to change the BIOS boot order of drives.
You may make one copy of the ISO file on a disc, USB flash drive or other media in order to install the software on a computer. Once you have installed the software on a computer, the license terms that accompany the software apply to your use of the software and replace these terms. The license terms for Windows 7, once accepted, permit you to make one copy of the software as a back-up copy for reinstallation on the licensed computer. If you do not delete the copy of the ISO file you made to install the software on your computer, then the copy of the ISO file constitutes your back-up copy.

"Works Fine - Absolutely no issues"
Version: Windows 7 USB/DVD Download Tool 8.00.7600.16385
Pros
It does what the title says - Windows 7 USB/DVD
Simple interface. Complex process made very easy.Cons
None - It worked perfectly, the first time.
Summary
I needed to boot an HP SpectreOne PC that came with Win8 and no DVD drive for a client. They own a copy of Win 7 and don't want anything to do with Win8. I used this tool to create the bootable Win7 installer I needed and it installed fine. Even though USB CD is available in the UEFI where I had already disabled Secureboot and allowed legacy devices, the USB drive didn't show up as a device on the machine.
A USB flash drive did show up in the list of devices available, so the choice became obvious.
I don't need this kind of program to install XP or Vista as I will not ever be installing those operating systems on a new pc with Win8 on it, or on machines that do not already have a DVD drive or recognize an external USB DVD drive.
Every low rating I saw on this forum was based on the tool not doing something the downloader wished it did, not what it says it does or even a guy who doesn't know how to find the ISO or original DVD to let the program make the USB copy. He needs some help with basic windows file systems, and will probably have problems installing and setting up the operating system even if he figures out this program.
Get the right tool for the job. Use it the right way. Get work done.
BTW, the tool took less than half an hour to create a bootable USB drive from an ISO file - on a machine that is running XP. Windows 7 installed from the USB drive in less than half an hour due to the speed of the PC and the USB's ability to be read far faster than any DVD drive. -
"Tool is too limited for usage"
Version: Windows 7 USB/DVD Download Tool 8.00.7600.16385
Pros
Interface is simple and clean. Download and installation is clear without lots of offers for free add-ons like you see with many of these downloads.
Cons
Even though product is designed to work for "Microsoft Images", it will only work on clean downloads. ISO images that have been modified, or created using the Microsoft AIK Toolkit (Enterprise Deployment) are not recognized. If Microsoft is going to take the time to make something like this it should at least work with ISOs generated from its own tools.
Summary
There is no reason to make the tool so limited. ISOs are standard formats and it took more work to make the tool extremely limited than it would have took to make it work with a wider range of ISOs. This was a very poor decision on Microsoft's part and makes the tool unusable with other Microsoft products.

"Excellent tool to easily create USB boot drives of W7"
Version: Windows 7 USB/DVD Download Tool 8.00.7600.16385
Pros
Easy, it works. It does exactly what it says.
Cons
It would be great if it could be possible to create boot-able images of other operating systems and all kind of ISO files.
Summary
I appreciate that Microsoft provides this useful tool for free but it would be a lot better if they extended the functionality to any kind of ISO. That would be a killer application.

Convoluted description on how it works - can be misleading.

To CNet: Although I understand the need for SEO content but reading 3 paragraphs with the same content phrased differently is a bit much.It is niot good to repeat the same thing over and over again just to get a good SEO rank.SEO Rank might be important but repeating the same thing over and over again is tiring.

"Works great. Not just Windows CD's, but finicky."
Version: Windows 7 USB/DVD Download Tool 8.00.7600.16385
Pros
Quick & Easy CD-to-boot-Flashdrive utility from a trusted source. Exported an ISO copy of my 5.75GB Windows 7 DVD to a 32gb flash drive, which I then used to install Windows 7 to an SSD. Worked perfectly.
Creates a bootable flash drive more quickly than most other utilities I've tried. And it's free.Cons
App is VERY picky about the source ISO. It doesn't have to be Windows, but it DOES have to be in standard ISO9660 format. It balks at "Joliet" format ISO files (search online for an app to convert your ISO's to "Standard 9660" format). For example, the Ubuntu Linux iso is distributed in "Joliet" format, but I imagine if you convert it, this app would put it on a thumbdrive for you.
When you install this app, it first must download service files off the MS website, and since it's a defunct app, it is likely that eventually MS might delete those service files so future users won't be able to install the program (or might have to purchase a newer version from M$.)
Also note, one you create your flash drive, it will no longer be in a format readable by Windows. Good for booting only (until you reformat it.)Summary
Works great. Limited functionality, but for it's intended purpose (putting Win7 on a thumbdrive), this is the best app around.
