Summary
Installed a very troublesome programme that turned an under 10 second shutdown on my windows 7 machine to over a minute! 6 other programmes, including System Mechanic did not solve and close to reinstalling Windows all together. TuneUp Utilities found the issue straight away and adjusted system settings. Normal service has now been restored.

Too much is taken out of the hands of the users. It's as if they think that we're all newbies, when in fact, newbies aren't going to buy TUU when they can get Glary free.
