The volunteer developers of The GIMP have been working hard to develop a polished, user-friendly, and freely distributed image editor. Although the separated palette windows may disturb those users who are used to more traditional layouts, your comfort level should grow exponentially as you discover how pain-free the program is. The latest update is robust enough to have earned a full-point upgrade, although it's merely a jump from 2.2 to 2.4.
One of the most powerful general-purpose image editors around, the upgrades make the GNU Image Manipulation Program eminently comparable to Photoshop. Older features include channels, layers and masks, filters and effects, tabbed palettes, editable text tools, and color operations such as levels. New improvements include scalable brushes, revised selection tools, a new color menu, full-screen editing, a new crop tool, improved printing, red eye removal, perspective clone, lens distortion, and more. It even has regex-based pattern matching for power users.
The application provides professional tools that can stand against the big boys without the hefty price tag. Even the installation process has gotten simpler, with no need to download and install the GTX Runtime Environment separately. Extremely powerful and easy to work with, GIMP is ideal for both amateur and pro photographers, Web designers, or anyone who wants to create and edit professional-quality digital images on a budget.

Version: The GIMP 2.4
Pros: I'm not a great one for picture editing and just to the basics, so don't want to spend a lot of money on software I don't use much.
Lots of choices, which can be confusing.
This works fine and doesn't hog the system.
My favorite picture editor.
Cons: Some of the buttons layout confuses me. Not sure if that is me not having patience though.
Sometimes, I think I need a better explanation of what all the tasks available are.

Version: The GIMP 2.4
"I THINK this is an outstanding application"
Pros: Very capable application with many wonderful features. Newest version has a somewhat better interface.
Cons: Very hard to learn and to figure out what all features are available to the user and how to utilize them. Too complicated for the layman user.

Version: The GIMP 2.4
"Some long awaited cool features."
Pros: Overall, I like what I see. Color management is a long awaited feature that I'm very happy is present with the GIMP. SIOX too.
Cons: A lot of my Script-fus didn't work with 2.4 (arghhh). Fortunately, I know the author for many of them and he personally passed on the fix to me (thanks Mark). Still could have done a better job at backwards compatibility. Also, though it is seldom used, my GIMP Texturizer filter doesn't work either. Hopefully patches to the Script-fus and updates to the plugins are soon to pass. Had to figure out the new UI (radical changes; trust me). I think the new organization will grow on me, but now it's an anoyance for sure.
