The volunteer developers of The GIMP have been working hard to develop a polished, user-friendly, and freely distributed image editor. This application caught our attention--and hearts--as one of the most powerful general-purpose image editors around. The application's features include channels; layers and masks; filters and effects; tabbed palettes; editable text tools; and color operations such as levels. The application provides professional tools that can stand against the big boys without the hefty price tag. The only downside to this otherwise flawless program is the installation process. As it stands now, you have to install the GTX Runtime Environment and The GIMP separately. Once installed, though, the program is extremely powerful and easy to work with. The GIMP is ideal for amateur photographers, Web designers, and anyone who wants to create and edit professional-quality digital images on a budget.Publisher's description
From Gimp :GIMP (GNU Image Manipulation Program) is a freely distributed piece of software suitable for such tasks as photo retouching, image composition, and image authoring. It is a powerful piece of software with capabilities not found in any other free software product. It can be used as a simple paint program, an expert-quality photo-retouching program, an online batch-processing system, a mass production image renderer, or an image-format converter. GIMP is modular, expandable, and extensible. It is designed to be augmented with plug-ins and extensions to do just about anything. The advanced scripting interface allows everything from the simplest task to the most complex image-manipulation procedures to be easily scripted. Version 2.2.7 is a bug-fixing release.
Note: You will need to download both GTK+ Runtime Environment and The Gimp installers. Install GTK+ before installing The Gimp.

"The most easy-to-use image-editing app!"
Pros: It has an intuitive interface, very easy-to-use, has excellent effects (though I wish I could add more), feature-rich, and free too. This is so great! This great app deserves at least $40 or more cash for its greatness. There are also many people who use it so whenever you need support, you can find lots. It's also open-source in the GNU Public License, so it would be great for developers. It is also very customizable, you can make it anything you want. It can also be an image viewer. Get it now!
Cons: Its interface is intuitive, but it would be better if they kept it in one window like Paint Shop Pro. And about the GTK+ Runtime Environment, it would be better if they merged the installer of it in the GIMP's installer.

"EXCELLENT Image editing software!"
Pros: The GIMP is the best Image Editing software I have ever used, and it's FREE!
It has all the features of other EXPENSIVE Image Editing apps (like that ridiciously priced Adobe Photoshop), I'm a keen animator and this is what I create my sets and characters! It has extensive tools and every bit of it is customizable, especially the detail in the brush selection, this is a must-have if you don't want the horrible RAM-eating software like Photoshop, download now!

Pros: Excellent as far as freeby software goes! i recommend it for those who are unable or unwilling to buy Photoshop or Paint Shop Pro..
Cons: So far about my only gripes on it are the interface (as mentioned) and it doesn't give you quite as much flexibility as Photoshop - as far as layers go...for example - it only provides the option of a max of 1 layer... when you add anymore, the previous layer/layers flattened and no longer editable.

"Almost as good as professional programs but is FREE!"
Pros: There are plenty of tools, scripts, and plug-ins as well as browsers for all of them. Very compact and keeps things simple. Almost as good as professional art programs. I effortlessly acquired photos from my scanner/printer. Many supported formats.
Cons: I really cannot say anything bad about this program. The only thing that got to me was the fact that it didn't remember the format I saved my pictures in so I had to set it up again with each one for conversion.
