From William Yang :Startup Inspector for Windows helps manage your startup applications and provides information on programs that run when you start up Windows. It can tell whether a program is necessary to the system or if it is spyware. The application scans all programs in the Windows startup folder and registry, and provides you with background information. There are more than 4,300 programs in the database. The application's features also include the ability to remove harmful programs such as spyware, viruses, and dialers, as well as remove unnecessary programs like reminders and monitors, thus improving your system's performance and health. Version 2.1 may include unspecified updates, enhancements, or bug fixes.

Version: Startup Inspector for Windows 2.1
"Better than msconfig utility."
Pros: First you have to open startup inspector, and it will load programs in windows startup automatically. Now click the consult button, and you have to allow access for this program to pass your firewall. Once consultation is complete, you will notice comments appear beside each program.
And at the bottom of the interface, it shows expanded information of each selected program. Also shows how much memory, and peak memory is being used by the startup programs. The rating legend will show if a startup program, is not recommended, users choice, not required, unknown, and system required. Now to disable a startup program, uncheck the box next to the name of the program. Click apply and now you have to restart your computer, before any changes take effect.
Cons: It would be better, if startup inspector didn't require a restart.

Pros: small and simple very fast and east to use has a good database and anything it doesnt known can be found on google

"Better than MSCONFIG but not the best"
Pros: Shows a rating for each start up folder but has a very limited data base. Better details on each process than MSCONFIG. Also shows which start up processes are required by the system. Internet search tab would be an excellent addition.
Cons: Unable to easily search the internet for more information.

Pros: Great for finding items in your start-up that are not needed. And completely stops them. All is said that all needs to be said. Recommended.
Cons: Seems very similar to MSConfig, I don't see a difference between the two in performanc.
