Only con would be why wouldn't a computer come with this program pre-installed when purchased.

Pros
There is only one thing that it does - test the download speed and stability of your internet connection. It does it very well and came in handy when I needed something like it.
Cons
If you have a normally slow connection it will take a long time to run its download test. However, what you probably want is to find out if your line is deviating from its norm, so it is useful in that way.
Summary
Does what it does well. However you can get similar results at speedtest.net without having to download anything since it runs directly from the website.

It's a big file and takes a long time to download, so it takes a long time to download.

Nice and easy user interface, the test server url can be modified, easy to read speed test results. Interesting freeware application.
Cons
If you use another test server url, the software will not remember the url next time
