From Jacek Pazera :Pazera Free Video to Flash Converter is an absolutely free application which converts the most popular video files (AVI, MPEG, MP4, 3GP, and MOV) into flash video format (FLV and SWF). Video files generated by this program can be published on your Web site or blog. Application allows you to convert full movie or selected range only. You can limit output file size and set many parameters used by encoder (bit rate, fps, sampling frequency, and resolution). The Pazera Free Video to Flash Converter interface is very simple and user-friendly. To convert video files, just drag and drop them into main window and click the Convert button. If the video quality is poor, then increase video bit rate. This version is the first release on CNET Download.com.

Pros: It's a really good program. It converts well and there are many options for the way you want it to come out.
Cons: Needs more video format options. But just a couple more.

Version: Pazera Free Video To Flash Converter 1
Pros: This is another front end for the FFmpeg open source video converter. FFmpeg works reasonably well and can convert all kinds of video formats. But its Flash video conversion features are used here. This program distinguishes itself by how well the interface is done: Automatic defaults for the beginners, full control over conversion parameters for experts. Complete control over where to put output files and what to do with them. Batch file conversion to allow a whole bunch of files to be converted at once is a nice feature.
Installation is really simple. Just unzip the files and run. The author chose to use an .ini file to store program parameters instead of using the registry. This makes the program totally contained to the directory it is in vs. having to do a fancy install and uninstall. You can run this off a USB flash drive if you want to.
And the author used Codegear/Borland Turbo Delphi to write this program. Yeah!
Cons: Some minor UI design suggestion: Use buttons across the top for the major functions to imply that an action will occur when the button is pressed. The bar doesn't really do that and there are some redundant functions like "About" that should be left in the menu.

Pros: Why would anyone buy converters when you have a free one like this one? Great quality, not that difficult to figure out. Awesome control over parameters. And best of all: No Nags, No Spy/Malware and its FREE!
Cons: Haven't run across any yet.
