From Hesky-Data Software:Pad is an editor and viewer to replace the Windows Notepad and your image viewer. It supports such image formats as ANI, BMP, GIF (including animated), ICO, JPEG, WMF, and EMF; and text formats such as BAT, HTML, TXT, and RTF. Pad is able to open any number of large (up to 2GB) files at once and switch easily between documents with a tab bar, and includes a Windows Explorer-like file browser and a customizable extra toolbar.

Summary: Doesn't seem to view HTML like I wanted, but it's a good program so far. ( in XP ) Worth it if you need an all around viewer.
