Version: PC Tools Firewall Plus Free Edition 2.0.0.25
Pros: This application is better then the built in firewall in "Windows XP" but not much better then the built-in "Vista" firewall. It does have a great looking, user friendly GUI. It loads fast and isn't a memory or processor hog.
Unfortunately, my feelings towards "PC Tools" is, they have become a greedy, money mongering, garbage software vendor even though they have a few free applications. See cons for why.
Cons: But, it does not close or put all ports in stealth mode. On line security tests by "Shields Up" and "Semantic" will confirm the open ports. It comes with the typical "PC Tools" nag screen to try their other applications.
I will no longer use or buy any "PC Tools" products because last week, they tried the auto renewal bull sh~~ on me. I haven't used "Registry Mechanic" sense I bought my "Vista" computer and when my credit card bill came in August, there was a $24.95 charge from "PC Tools" for an auto renewal of "Registry mechanic". I contacted them and got a credit but still, that was as shady as I've ever seen from any software company.

Pros: Firewall continues to work great. Along with an AntiSpyware/Antivirus program like the free AVG, it provides complete security from EXTERNAL threats.
Cons: The nag screen each time it updates is the only reason I didn't gave it five stars.

"Best Firewall I have used and its Free"
Pros: Installs easy. Pop-up asks for permission for all incoming and outgoing connections. If I select REMEMBER THIS ACTION it will not ask me again. Does not slow down PC like Zone Alarm did. Zone Alarm also blocked my internet connection and connection to network PCs which I was unable to unblock. Zone Alarm used to be good until a few months ago when they updated it and screwed it up. Thanks to PC Tools I have a good Firewall again. Thank PC Tools.
Cons: None so far. PC Tools, please don't screw up this nice firewall like the Zone Alarm guys did to theirs. Let it be how it is now.

Version: PC Tools Firewall Plus Free Edition 2.0.0.25
"under Vista, Blocks AVG, no pop-up to allow/deny programs"
Pros: I downloaded this for about a month while other firewalls were not yet released for Vista, and yes I am running this latest version. (well, was, since I'm uninstalling as I write this).
Cons: Now that other free for personal use firewalls are available for Vista, I am switching back to them. May I recommend Sygate or ZoneAlarm. Both have a pop-up dialog (that works) to ask if you want to allow a program to access the internet. PCTools Firewall does not consult me... and it just keeps newly-downloaded Grisoft AVG from doing it's update.
