It's a fully functional personal firewall, which can setup rules based on DNS name and URL, and can import rules from other resources. It includes a popup killer, which eliminates annoying popup windows when you surf on the Internet.

Summary
When I was running Windows XP, I was using this program and it's just wonderful the amount of detailed information you can easily obtain with NetPeeker. From what applications are using bandwidth and how much, right down to what ports, IP addresses, and processes are being used, and even packet captures. For those who like to be in the know about what goes in and out of their computer, this is the perfect tool.
I haven't used the firewall and bandwidth throttling all that much, but they do work and just add to the extensive list of features this software has. For the price, it's a really good buy.
The downfall of NetPeeker however is that firstly, support from the developer is difficult and slow, right now your only option is sending an email and hoping the developer responds, which he doesn't always. There are forums on the web site but they are spammed like heck and completely unmaintained. Purchases are not instant, as you have to wait the the developer to return an email with your product key. For me this took just over a week, and that was in 2006 when the software still had regular updates.
Second downfall is since the software is apparently no longer updated, there is absolutely no support for Windows Vista or Windows 7. The software simply does not work on those OS, and there is no word about an update coming from the developer.
At this time, I'd think twice about clicking that "purchase" button.
Nice software with lots of potential and flexibility but with the seemingly non-existent support and lack of updates, I must rate it an average 3 out of 5 stars. -

Pros
Much improved from reviewed version v2.83. It does a lot of things very well. You may not need other programs that may excel in one area. You got rule-based firewall, port throttling. logging, multi-network, capture, popup killer.
Cons
Seems to be more a labor of love than thriving business. I use it mostly for program monitoring and task killing. Used firewall during Eset Smart Security firewall maturation.

"totally messed up my computer"

this programme was great, really useful for limiting the speeds of applications on my computer and stuff, which is ideal if you're using torrents and browsing the internet....
Cons
...then my computer crashed, wouldn't boot except in safe mode, otherwise i got a IRQ_IS_LESS_THAN_OR_EQUAL_TO etc stop message. so i uninstalled netpeeker and it booted up properly again, except still at a snail's pace.
thanks netpeeker for completely messing up my computer. i'm really looking forward to reinstalling windows. not.

Pros
Has pretty much almost every feature you'd ever want out of a network monitoring tool and firewall. It's really light on system resources and it's fast. Lots of advanced configuration options to choose from. Ability to throttle speed on a per-session or per-application basis is a really nice and powerful plus.
