To put it bluntly, some programs are pigs. Bandwidth hogs, to be exact. Many download applications, for example, use as much of your connection as they can. What if you're running more than one at the same time? NetLimiter lets you restrict certain applications' bandwidth usage so more important ones get priority. Using the straightforward interface, you can instantly view connections and stats and even apply different limitations at different times of day. For example, you might allot more bandwidth to download managers and file-sharing programs at night. Our only quibble is the program uses too much memory (12MB). Overall, however, NetLimiter is a great way for experienced users to wring every last bit out of a broadband connection.Publisher's Description

Perhaps the name of the program?
Cons
The free limited version is not very useful at all. In reading reviews, you are led to believe that buying the program gives you extras. However, one needs to buy the program to actually block anything. Too much limited functionality. Therefore, thumbs down.

I limit steam to 300 kbps to stop it from hogging my entire bandwidth and having other people complain nothing works.
Cons
Sometimes doesn't boot... not very often but happens 1 out of 30 times for no apparent reason.
Summary
If you need to reserve bandwidth and some program in particular is hogging all of it, you can enable this on a client basis to improve performance.

Couldn't install this software as it froze at 75% on several installs.
Cons
This ruins your system. Beware...if you attempt to install this, make sure you're using a test system or have a backup/system restore.
Summary
This software would not even install - froze at 75% trying to install it twice. Locked up my system and I had to reboot to recover, as the network lost connection via this installation routine.

I have a trojan mail spammer in my services.exe file. Blocked that file from the internet and all spam stopped, I can actually use my computer to fix this issue.

I installed Netlimiter, and within 2 days, Windows (Vista) had blue-screened twice (which is very unusual for my PC. It is normally quite stable).
Browsing speed was also significantly reduced. It took at least twice as long to download web pages.Summary
I would buy the product if it a) didn't crash and b) didn't impact system performance.
