From MedianSoft :

Very small, but powerful program. Any person, even without experience in video editing, can easily work with our software. MedianSoft Joiner-Converter converts all AVI (including DivX), WMV, ASF, VOB, DAT, MPEG files, and digital photos to one AVI/MPEG/DVD/VCD file. You can merge whole files or selected parts, even if the files are in different formats. You can insert transitions (several types) between clips or segments. Also, you can create movies from photos, with transitions and voice/music backgrounds. Version 2.6.1 has several new features: saving and loading of projects, transitions between photos/video clips, increased speed of conversion and bug fixes.
