This free application lets you customize your keyboard layout settings, though its lack of hot key functions is disappointing.
MapKeyboard's interface resembles the standard keyboard image that most users will be able to easily utilize, even without a help guide. The program allows you to change the output of a key through a pull-down menu of output keys. You also can create multiple layouts that will suit your needs. In addition, the program allows you to quickly revert to the original keyboard layout with its one-click reset keyboard feature, though we still prefer the hot key function that this program unfortunately lacks.Regardless, customization aficionados will surely find this freeware handy and easy to use in personalizing their keyboards.Publisher's Description

Page up and Page down keys are inconveniently located on my Acer Aspire one. This program turned them into left/right keys just like that.

Permanently changes (requires no resident program for example to maintain). While this can be considered low footprint, it also tempts irreversible changes if you lose track of the program.
Summary
Seems to do it's job. It was a simple program that did not require an install. It seems to adjust the registry, so you can run the program, remap, then delete MapKeyboard altogether, and your map will stick.
Therein lies the danger. Be careful before you re-map keys, though. You might find that you need a key you need someday, but you remapped it with this program and forgot all about it. This program can undo it's changes, but another program may not be able to undo MapKeyboard's changes. I already tried with a hotkey program, and it could not change MapKeyboard's work.
I will agree with cnet that it should have a hotkey function. If you could use a hotkey as any key, it could ehnance your abilities. As it stands, you have to actually change one of the keys on your keyboard permanently in order to use it.
My problem is I was having trouble with my Left Alt key. I used MapKeyboard to make Caps Lock be Left Alt. MapKeyboard did it perfectly and instantly Capslock was Left Alt -- but I had no capslock. It became instantly frustrating because I realized I actually use Capslock! So I just undid the changes and now I'm using my (still working) Right Alt key. If it supported hotkeys, I could make capslock the alt key and ctrl+capslock be capslock. Then it wouldn't be so bad.
Simple and clean, it will re-map your keys without fuss (although it requires a computer restart to do it) . But that's part of the problem. No Fuss permanent changes. -

Good if you just want to replace one keystroke with another.
Cons
You can't remap modified keystrokes, e.g if you want to set up Ctrl and Up Arrow to be Page Up you can't do this. You can only modify Ctrl or the Up Arrow, not a combination of the two keystrokes.
Also you need to reboot after you make your changes.Summary

Needs language support. Most of Europeans can use like a Windows Patch to decimal thousand seperator problem, faced while using NumDel in most of the programs.
It is neccessary to Restart PC after a change.
