From V-Methods Software :An interactive image compressor and optimizer. Provides a real-time preview of a compressed image and handy means to compare it with original one, "Quick Swap" button, zoom and scroll tools. You can also specify a desired file size and let the program select the proper value of the quality parameter automatically. In short, JPEG Imager is perfect for "Quality vs. File Size" optimization. It may prove to be very useful if you need to optimize your pictures and digital photos for publishing on the Web or before sending them to your friends. The program includes a set of basic image manipulation and enhancing operations such as Resize, Crop, Rotate, Gamma correction, Levels adjustment, Sharpen/Blur filters and so on. There is also a cleaning tool for noise removal, TWAIN support for image acquisition, a simple built-in batch processor and thumbnail generator.
Versions 2.2 introduces a lot of new features like Unsharp Mask, Equalize Lightness, Add Border.

Version: JPEG Imager 2.2.2.29
"Nice interface, works as described"
Pros: Fast setup, and it is capable at doing resizing and optimizations without losing a lot of visual quality. GUI is nice, it has a professional feel to it.
Cons: Perhaps it's a artist-specific term, but I was thrown by "resize" being called "resampling" and had to look in the help section to find out how to resize an image.

Pros: Images converted to the .jpg format using this programme suffer almost no quality loss.
