Inkscape is an Open Source vector graphics editor, with capabilities similar to Illustrator, Freehand, CorelDraw, or Xara X using the W3C standard Scalable Vector Graphics (SVG) file format. Supported SVG features include shapes, paths, text, markers, clones, alpha blending, transforms, gradients, patterns, and grouping. Inkscape also supports Creative Commons meta-data, node editing, layers, complex path operations, bitmap tracing, text-on-path, flowed text, and direct XML editing. It imports formats such as JPEG, PNG, TIFF, and others and exports PNG as well as multiple vector-based formats. Inkscape's main goal is to create a powerful and convenient drawing tool fully compliant with XML, SVG, and CSS standards. We also aim to maintain a thriving user and developer community by using open, community-oriented development process, and by making sure Inkcape is easy to learn, to use, and to extend. "Maybe okay under Linux, but not good on PC"

Fonts don't show correctly -- even ArialSummary
This program may work okay if you're not needing to use a specific font. It's not unusual for open-source programs like OpenOffice and Inkscape and Scribus to work funny on Windows because their programmers tend to use Linux. Such have been my experiences over the past five years. You try, you see, no harm done, but I had to go back to Corel DRAW in order to get my project done. Inkscape just couldn't handle the fonts right with my windows and PC combo.

Can create .svg png .gif .bmp .tiff, and others, and its free.
Cons
Its user interface is extremely difficult or impossible to use, and every time i attempt to import or paste an image it gives my a 2 weird error messages & crashes without warning.
And it is also an unecessary resource hog.Summary
I would advise sticking with Microsoft Paint or otherwise using a competing photoshop application until the specified problems (including operating system incompatibilities) are fixed, If the supposedly "nonprofit" organisation responsible for this thing is determiined to never fix these problems, I will NEVER use this program again :( .

Perfect vector drawing tool even for amateur, made a logo for my site + bunch of other things.

vector manipulation (like drawing lines and curves, combining and breaking up shapes, moving, deleting, and adding points, etc) is much easier in Inkscape than in Adobe Illustrator.
Cons
Selecting colors from the palette is too difficult, with all the colors in one long row at the bottom of the window. I think the palette should be detachable.
