Every computer, router, server, and other device that's connected to a computer network has an Internet Protocol (IP) address, a unique sequence of numbers used to distinguish network participants. Every now and then it's nice to know the name lurking behind the number, whether you're trying to identify the sender of a shady e-mail, a visitor to your Web site, or someone else. IPNetInfo is an easy-to-use tool that quickly delivers all available information about a given IP address. It's nothing fancy, but it's good at what it does.
Using IPNetInfo is quite simple. Users enter one or more IP addresses into a box and click OK. The program quickly retrieves information about each entered address, including the name and address of the ISP and other contact information. The program can also extract information from e-mail headers, helping users to trace the origins of e-mails even when the associated IP address isn't obvious. Users can save this information as an HTML file, choosing either a vertical or horizontal organization that displays IP info for all selected IP addresses. IPNetInfo doesn't have a whole lot of other features, but we like that about it; it's quite intuitive and simple. The program doesn't have a Help file, and though most users likely won't need instructions for using it, those who don't know much about how IP addresses work will want to look elsewhere for information. Overall, we found IPNetInfo to be effective and easy to use.
IPNetInfo is free. It comes as a zip file and is accessible after extraction with no need for installation. We recommend this program to all users.

IPNetInfo is a small utility that allows you to easily find all available information about an IP address. The owner of the IP address, the country/state name, IP addresses range, contact information (address, phone, fax, and email). IPNetInfo can be very useful for finding the origin of unsolicited mail. You can simply copy the message headers from your email software and paste them into IPNetInfo utility. IPNetInfo automatically extracts all IP addresses from the message headers, and displays the information about these IP addresses.
What's new in this version: Version 1.37 updates the internal IANA IP assignment table, for using the correct WHOIS server, according to the first byte of the IP address.

This utility allowed me to browse anonymously - now why would I want to do that if I was a legitimate person?
For me, it applied a mask which allowed me to purchase items in dollars and not pounds (quite a saving with the current exchange rate) AND I could access a gaming site using the .com and not the .co.uk site I am usually forced to use.
This allows me to get prizes I would not be entitled to get because the gaming site the UK as un-needy :-) Well I don't know what their reasons are to be honest but you get nothing at all if you live in the UK!

I liked it all except I am a student on a very tight budget and couldn't afford to cough up the money to purchase it (yet).

Pros
No installation, runs directly from the exe. Quick entry of IP address and option for multiple lines to get information for a collection of IPs at once. Full featured information returned very quickly upon search. Does exactly what it claims to do and does it without bugs, nagging or clutter.
