You can use Free MP3 Encoder with Winamp to rewrite some of your existing MP3s. The first step is to play the file with the output plug-in called Nullsoft Disk Writer plug-in. Then you can use Free MP3 Converter to encode your WAV file into an MP3 according to your newly desired preferences. Free MP3 Converter supports the encoding of RAW and WAV files, variable bit rates, adjustable bit rates (30KHz to 320KHz), CPU priority management, IO frequency adjustment, sampling rates, and different encoding modes (mono, stereo, joint stereo).

Pros: It does what it says on the box and it's free
Cons: Rather basic. No batch mode so if you have a lot to convert you have to sit over it.
Annoying pop-ups when you leave it.

Pros: simple, easy to install
Cons: when converted to mp3, it either was static, extremely fast, or it was completely garbled. Not good for Windows XP or me!!!

Cons: wouldn't install under windows xp media center edition. many of the shared files it tried to install were older than my current files and registration failed on "SoundTouchForVB.ocx", so had to uninstall.
