File Properties Changer lets you change file name extensions with a few mouse clicks. Application allows to change names of files also. User can also print a list of files.

Pros: Works
Cons: If you just want to change dates and times on files try Ninotech Date Edit instead. Easier and free.

Pros: At least it doesn't have spyware....
Cons: Like mentioned below me, this program is slow, even on my new computer. Try Name and Property Modifier, it can actually change date and time stamps, unlike this one.
