From digital schism :

Echelon is a MPEG-1/2 video encoding program that accepts a wide array of media formats with custom settings and customizable presets. Accepts a wide variety of avi (divx, 3ivx, etc...) mpeg-1/2, .mov as well as many other formats. It contains queue capabilities and has a built in preview window.

What's new in this version:

bin file support: you can drag in multiple bin files and it will convert to MPG and add the file to the queue. (the files will be converted to MPG in the folder where the .bin resides)
multiple file selection: you can select multiple files and apply settings to them.
DV file support: this is somewhat untested, so we will need some feedback from the users to see how well this is working.
Open preset folder: This will open the preset folder, you can delete preset... see all new features
