From CPU`s workgroup:Tired of low HDD speed Whenever NT/2000/XP reads a file, it stamps the file with the date and time of the access. This feature has its place but is not required for normal use unless you rely on the date of last access for backup purposes, which is a rare requirement for most backups. Putting a timestamp a file that has just been read means that a write access has to be made to disk, so every time a read is executed, a corresponding write is also executed. This small free batch file`s gonna solve this problem once and forever, automatically modifying internal system parameters.

This is simply a freeware batch file that performs a normal Windows function with the aim of improving system speed. Disablelastaccess stops all files from being time stamped with each access. The batch file doesn't require installation, doesn't need user configuration, has no options, and doesn't include or need a help file.
Running this batch file enters the proper setting of the FSUTIL command to turn off file time stamping. While this may make a major improvement in older and slower hard drives, our testers found no noticeable system speed improvements. The batch file includes numerous lines of information to explain the function, but there is only one line that actually executes a change. You'll need to manually boot your machine to implement the time stamp change.
If you try this command and find little change, it is very easy to reverse. You use the same command, but change a single number option. The method is explained in the batch file. This freeware batch file is easily invoked by any level user, but many systems won't give appreciable speed improvements.

Pros: It it does do what it says its good
Cons: I couldent realy see a diffrence in speed. When I did test this on a file it still wrote the date
