From John Montbriand:
Machine owners often leave their machines unattended with one application running in the foreground--be it a kiosk type application or a screen blanker with password protection. In these cases, owners do not wish casual users to force quit the front most application and thereby gain access to the entire machine.
Disable Force Quit can be used to prevent such unwanted access by disabling the force quit option when those applications are in the foreground.
Optionally, you can configure Disable Force Quit to allow protected access to the force quit command and the power off key. This way, you can still use the force quit command, but you must type a password first.
