Summary
I would recommend starting off with some free wares before getting into Photoshop. The price makes me feel like I just popped a large hole in my wallet as well. Hopefully they will reduce the price they might attract more customers.

As there are a lot if pros for this software, too many to list out here, I'll just say that the number of tools at your dispense is fantastic and the outcomes of your project are infinite.

Basically, it is a fantastic photo editing program and probably the best in the market. There are a few drawbacks such as the price tag and the skills required as well as the large files created for photoshop projects. However, this is aimed at professional users and is fantastic for that audience.
I recommend obtaining an above average computer for photoshop as it tends to use up a relativelly high amount of CPU usage and RAM. -

Not enough space to list. If you're savvy, photoshop has just about every tool you would ever need for photo editing, texture design, and even some 3D work.
Cons
Not exactly what you'd call "user friendly". The learning curve is steep and the price tag is steeper. Don't get me wrong, it's worth it, but it's still a grand. Not a decision to be made lightly.
Summary
Bottom line ... Photoshop is a monster. It has more horsepower than a stock car. I'm a photoshop vet (approx 10 years) and I still manage to learn new tricks here and there. The only things limiting what you can do with photoshop is your own imagination and willingness to explore the program. The pricetag might limit it a bit, too. BUT my daddy always told me, you get what you pay for. If you want virtually unlimited power and control over your digital imaging, you gotta pony up.
All that horsepower comes at another price. As mentioned, it's not exactly user friendly. I've come to the conclusion that you can't have it both ways. Either you have a program that automates all the work for you, but gives you limited results, or you have a program that can do virtually anything, but requires some knowledge to fully manipulate. Photoshop is the latter. You can just about anything with photoshop, but it takes a tremendous amount of time to learn how to squeeze the full potential out of this tool.
That being said, if you're a casual photo editor/digital designer, photoshop may not be your friend. The huge investment in both time and money will discourage most users quickly. On the other hand, if you're a professional or very committed amateur, then know this ... photoshop is the quintessential image editing program. It's the bar that all other programs of this type are measured by, and its reputation is well-deserved. Photo editing, digital art, texture design, (some)3D modeling, (some) animation ..... it can do it all.
The summary is, if you can justify the cost and the time it takes to learn to use, then photoshop is worth its weight in gold. I've done flawless photography edits, created perfect animated GIFs, generated original works of art, built textures for 3D models, designed entire websites ... the list is endless. Photoshop does not disappoint "IF" you have the money and the patience. -
