ActivePerl includes Perl core, Perl Package Manager, Installers, Complete online documentation, and Windows Version Extras (Perl for ISAPI, PerlEx, PerlScript, PerlEz).
Version 5.8.8.820 improved support for Unicode filenames on Windows. Many Perl internals will try to use the short 8.3 filename whenever the long filename cannot be represented in the system code page. This makes it now possible to work with these files from Perl. Support has been added to the glob() and readdir() functions, the Cwd.pm module, the $^X, and @INC variables and various other places. The Win32::GetLongPathName() will return the long name, as usual, but may now return a full Unicode name instead of using replacement characters. New features and bug fixes for PPM4. Problems in both the commandline and the GUI interface of the new Perl Package Manager have been fixed, and some new functionality has been added as well.

Perl written on Windows runs on Unix, too, and vice versa. Brings sensible scripting, modularity, error checking and branching to DOS.

Database connectivity packages are unavailable, it appears, without a compilation from source.

Summary
The distribution is failry stable, and works almost like the unix versions with perl, so you won't get any platform-compatibility problems except in the cases of databases etc. PPM is quite convenient for installing packages. However, it's not that easy to install packages that are not found in the active-state repository.

This packeage includes everything you need to writre in perl! It even makes it possible to write one-liners in your dos!!!
You can download the "Crimson editor" (or any other simple editor), and together, you have the exellent perl programming toolkit!
