From 3D Tool USA :3D-Tool is a dynamic viewer for 3D and 2D CAD files; importing many common 3D and 2D CAD File Formats. It gives you the ability to visualize, graphically analyze, and mark-up your CAD projects. 3D-Tool also produces zipped self-viewing executable files of your CAD projects, which can be e-mailed and displayed on any PC without installation or additional licensing. The user interface allows anybody, without special CAD knowledge, to view your models, zoom in on details, or simply look inside your models using dynamic cross sections. Views from any angle can be printed or saved as pictures. Various analysis functions help the mechanical designer analyze complex geometry problems and develop solutions. And 3D-Notes can be attached to any geometry item to fully convey your thoughts and requirements.

Version: 3D-Tool 7.05
Summary: I love the 3D-Notes that you can attach to any part of the assembly geometry. When 'marking up' a 3D model as feedback to a vendor, they make it very clear what your comments relate too. Can't do that with eDrawings, which costs to 5 times more.

Summary: I've got to have Opengl hardware acceleration for my large assemblies, and 3D-Tool uses it well. I tried a couple other viewers in preparing for a design review, the eye candy effects were nice, but they were snail slow.
