ToggIT.com: there's FREE everything related to IT stuff on this site. I found this simulator to be sufficient studying for my CCNA exam. It is free, it works, it's basic, but it has exactly what I need: hands on experience with an IOS. What I like about ToggIT.com: it is a completely FREE resource, with a lot of useful info. I can't really complain for something free, but I didn't care for the sim. I am a student working on my CCNA and the best sim I have used so far is put out by boson software. I am hoping Cisco will put something out in the future that covers all their equipment.
