The CNN download refused to install. It always said that I needed an installer. Even when I loaded the CNN installer, it continued to say that I needed the installed.

This is a good utility tool for identifying TCP ports in use and determining what programs are using them on Windows 2003 or older.
Cons
As with any good tools, someone will find a way to abuse it. Now there are a few viruses that are designed to use this tool if found. Because of this, APorts is no longer maintained.
Summary
So the tool itself is not a risk but keeping it installed may be. Fortunately there are other tools being maintained that perform this same function. Hate to see a good utility like this go away because others abused it...

When trying to run, I get "Access Denied" and the program terminates. If it doesn't work on Vista, the installer should detect the OS and warn the user instead of allowing the install and then crashing. BTW, I am an admin on the machine.
