Internet Relay Chat is not as well-known as ICQ, even though it successfully combines chat and messaging without annoying ads. The IRC network is a virtual meeting place where people from all over the world can meet and talk. With mIRC, you can choose from an unlimited number of existing chat rooms based on personal interests, or you can create your own channels with family and friends. IRC is more advanced than simple messenging, so it may take a while to get started. With a bit of browsing, though, you'll find that the mIRC interface allows easy access to IRC features. It guides you through the initial stages, including selecting from a wide list of servers. You can connect to more than one IRC server at once and chat through proxy. By creating your own channel, you can even set up a virtual meeting with colleagues. This program suits advanced users keen to expand their chat-client functionalities. For first-time users, mIRC offers the most functionality of any chat program available, which can be overwhelming at first--but if you read the help files you'll be on your way to using all the features mIRC has to offer.

Publisher's description
From mIRC :mIRC is a full featured Internet Relay Chat client for Windows that can be used to communicate, share, play or work with others on IRC networks around the world, either in multi-user group conferences or in one-to-one private discussions.
It has a clean, practical interface that is highly configurable and supports features such as buddy lists, file transfers, multi-server connections, SSL encryption, proxy support, UTF-8 display, customizable sounds, spoken messages, tray notifications, message logging, and more.
mIRC also has a powerful scripting language that can be used both to automate mIRC and to create applications that perform a wide range of functions from network communications to playing games.
This latest version of mIRC updates the interface with shiny new icons as well as a range of other improvements, building on the previous release which added full Vista compatibility, support for limited user accounts, U3 support, tray notification messages, full treebar positioning, and a compact mode to make mIRC behave like a messenger application.

Version: mIRC 6.31
Pros: This is a great lil hot stuff, not to mentioned about those previous mIRC commands anymore, but the new features been added into the new version. Chatters may realized that mIRC will save everything for you automatically, for an instance whenever you re-join those channels (channels that you joint on last week or yesterday, whenever it is) you can read back all old history messages showing on the main channel. What i so surprised 1st time when i using the new version, thank you and good job ;)
Cons: so far so good

Version: mIRC 6.31
Pros: With all the scripting and customization you can do with Mirc, I don't know why any Windows user would use anything otherwise.
Cons: The register screen is annoying, but you don't actually have to register.

Version: mIRC 6.31
Pros: If you're looking for a Windows IRC client, this is it. mIRC is very mature and has a tone of features and support.
Cons: There are a lot of somewhat confusing configuration options, but you can blame that on IRC (the protocol), not the program.
