From Xtreeme :Using this web development (CMS) software based on XML/XSL technology you can create websites that are extremely flexible and easy to change through separation of content and graphical appearance of a web site. No XSL knowledge required. Features include: automatic FTP upload (only files that have changed are uploaded); generate images automatically based on content; edit the website visually or using a source-level editor; import your existing XML files; preview your website in an integrated window; import your web pages; and more.
Based on content and page templates the application automatically generates and uploads the entire website. One template can result in hundreds of web pages getting generated each containing different textual and graphical content. Layout and content are kept separate. You can change one without touching the other. This lends flexibility to website creation process. It's easy now to create a new look for your website by just editing the page templates, create a new version in another language, change descriptions of your products and so on.

Version: Xtreeme WebsMill Free Edition 1.0
"Not intuitive or user-friendly"
Pros: First, let me say I gave up before completing the tutorial, so I did not get a chance to appreciate the pros.
But it is free!
Cons: The reason I didn't complete the tutorial: The tutorial starts by showing you how to display the ubiquotous "Hello World!" text on your web page. This takes less than 30 seconds in html..and the html code needed takes less than 30 seconds to learn.
But, this tutorial made the whole process excrutiatingly complex. It required making changes on two pages and several panels, including some Unix-type references.
I gave up because I figured that if it's this complex to put a simple text message on a web page I can't imagine what it would be like doing a menu or even a simple flash animation.
Bottom line: I think that Xtreeme put the right price on this one. It's too difficult for beginners and too light-weight for advanced users.
However, it may appeal to some--and because it's free it will only cost you time (and perhaps some frustration) to try it out for yourself.

Summary: Very cool, hierarchical (of course with XML) web design tool. It's a really nifty way to design web pages, rather than just the plain text editing.
