From Xtreeme :

SiteXpert is a Windows 95/98/NT site map generator. It allows users to create a wide variety of site maps, ranging from simple bulleted lists to fancy interactive site maps. SiteXpert generates HTML and dynamic HTML code that is compatible with all browsers. Version 2.0 features fully customizable map layouts, automatic map updating, the ability to create index pages, and a preview function. Site maps created with the unregistered version are limited to ten links. Registration is $65.
